Over the past three years of implementation of Decision No. 899 / QD-TTg dated 10/06/2013, agricultural restructuring has created a strong movement in all ministries, branches and localities concerned; Agricultural production structure has changed towards increasing value products and scale; link in agricultural production has been formed; Models appeared; sustained growth in production, sales of the entire industry with high speed (average GDP growth rate reached 2.83% / year production value increased on average by 3.41% / year).

 

The total export turnover of the whole sector increased strongly, averaging nearly 29.5 billion dollars / year. Quality of growth continues to improve, the share of value added in the total value of production increased from 57% in 2010 to 67.8% in 2014. These results have contributed to raising incomes and living farmers.

 

However, compared with the requirements laid down and for many reasons, restructuring the agricultural sector is still some exist as: Implement restructuring inconsistent and uneven in the field, local ; innovation and the development of organizational forms production was slow; small household economy still high proportion; agriculture and forestry companies have been rearranged, but no evident effect ...

 

Thus, the Deputy Prime Minister of the time required to restructure the agricultural sector must be associated with the development and expansion of the domestic consumer market and internationally; in association with the international agreements which Vietnam has signed or acceded to, especially TPP trade agreement.

 

Since then required to build a product that meets the standard requirements of the domestic market and internationally; identification of key products, the product has a comparative advantage in order to create products with high volume, quality, high value, ensuring standards of the market, to enhance competitiveness in the market regional and international (both at the national, regional and provincial levels).

 

At the same time to diversify agricultural products suited to the conditions of each region or locality to meet local market needs; agricultural restructuring associated with the effective response to climate change.

 

Deputy Prime Minister also asked the agriculture sector restructuring must be linked to economic development lines in rural areas to create more jobs for the people; reduction in agricultural labor; increase the area of ​​agricultural land per capita, encourage the development of the profession of industrial development and modernization of agriculture and rural areas.

 

On the other hand in order to create jobs for people in deep-lying, remote and ethnic minorities in order to improve the lives of people; at the same time, restructuring the agricultural sector to ensure savings resources (land, minerals, water resources ...) and environmental protection.

 

The solution set for the ministries, agencies and localities to continue to review the plan, update planning and setting up the planning (master planning, regional, sector ...) matching requires restructuring the agricultural sector; and planning to ensure the response to climate change; infrastructure investment for agriculture sector; raise capital for investment in agricultural production in association with innovative forms of production organization; strengthen links between businesses, linking businesses with the cooperative; links between localities; links between the regions together.

 

The localities should take the initiative to build the production model, the formation of specialized production areas, products with unique advantages to building local brands; overcome investment spread, movement; expand and develop the market for products, increasing market demand both in the world (through trade agreements: FTA, TPP) and domestic markets; innovative investment for development of science and technology for agricultural production ...
